    Corruption is also a 2-way street. we have the briber (private entities) and the bribee. The gov't is not the only one involved here but also private entities like u and me. Why do u go to the fixers in LTO? ky para madali. Why do u go to the fixers in BIR? ky para menos imo tax. Why do u go to fixers in BoC? ky para makalusot imohang smuggled goods nga ukay2x. Why do u pay bribe to traffic enforcers? ky kapoy bayad sa violation did2 sa LTO.

    and cover-ups? like what? executive privilege? hell no...depende ra nang "transparency" if it's for public welfare, national security, or just plain separation of powers...

    you call the ZTE case a cover-up? there's no whitewash investigation there. mind u, if there was, we don't have Lacson, Jamby, Lozada, or Cayetano blabbing all the way thru the media hype. and speaking of Neri's non-appearance by power of executive privilege, well that is already a closed case by the SC. anyways, dili nlng nko ni tas-on ky kapoy na...

    IMHO, pgma is personally initiating anti-corruption but not to the extent nga tanan nlng pud ky sure-ball gyud ma dehado cya. usa pud, mgka daghan ang iyahang kontra sa politika (allies or not) ug mga pribado ug maoy mka diskwedo hinuon sa iyaha pgka presidente...it's more of a balancing act.

    let's not forget that dirty politicians and private entities alike have also the power to make or unmake a president...

    besides, it's not a one-man show. naa tay mga gov't institutions nga ga fight pud sa graft & corruption like Commission on Audit, Ombudsman, DOJ, etc...

    who else would lead the crusade against graft and corruption if not the president? she is the leader and she is in the best position to change the country. if the government do not have the political will to clean this country, what then is its purpose of existence? i agree with you and we all know that corruption cannot be solved overnight and by a single person. everyone is clamoring for change and if we have a leader who will lead the country in the fight against graft and corruption, we can be sure that the people will support that someone.

    if you read through the postings, people have different views and opinions but all of them want change. some are even so desperate that they wish that their children would carry on the task of rebuilding the moral and economic situation of the country. i am afraid for our children, for their future. i do not know what will become of our country if all of us will not do its part today to make this country great again.

    my point is, we as private citizens must also initiate change by ourselves.

    as far as PGMA is concerned, ang iyahang powers ra gyud is sa executive branch. that is where corrupt agencies such as BoC, BIR, LTO, DepEd, & DPWH must be cleansed of.

    as for BIR & LTO, if we would just follow simple procedures in gov't transactions by bypassing the fixers in LTO & BIR, pay correct taxes, then the "fixer" business will just die a natural death. kining 2 ka agency nag agad ra gyud ni sa briber. kung walay briber, walay corruption.

    now sa BoC, dire cla moigo sa mga smugglers. kinsa man ni ang mga smugglers? mostly private citizens.
    smugglers sa awto, smugglers sa bugas, smugglers sa ukay2x, smugglers sa pirated DVDs, etc...now just tell me walay effort ang gov't to clean this particular agency? i don't think so.

    sa DPWH, ang kikik tua sa mga projects. as a private citizen, lisod ni i-monitor ang SOP. u have to be on the inside, an auditor, or one of their suppliers or contractors to know their shady dealings. Mr. Saavedra and COA are unsung heroes for sure.

    sa Legislative, pgma doesn't own the legislative branch and has no control over pork barrel funds. even if we say that she has some influence thru her political party, still she can't control the minds of every senator or congressman. kung mangikik cla, wa gyuy mahims unless masakspan thru lifestyle checks and audits. We all know that one of the greatest sources of corruption is in the senate & congress also.

    sa Supreme Court, it's also an independent body but it's one of the cleanest as per survey. so this branch is one of our least of our problems. same as HDMF and GSIS.

    so back to the topic, IMHO, Erap has done more damage than PGMA. WHY?

    (1) Erap's crimes were all validated. What is more damaging than a Phil President committing plunder & other high crimes next to Marcos? while PGMA's supposed crimes are just allegations, the only damage being done here is to her reputation. thanks to the vicious opposition and Ping Academy for that.

    (2) Erap's performance was way below average, while PGMA is above average (my own rating).

    (3) In terms of public image projections, Erap was revered as "pang-masa" but all were just empty, just a facade. PGMA's image as a working president is a plus, and a fact.

    (4) In terms of satisfaction ratings, we all know pgma fared poorly on those. add that to her some unpopular decisions...again, the damage is not upon us but upon herself only.

    for me its ERAP.... look how our economy is today... when ERAP was the president the Philippine ECONOMY really went down and we can see it with the dollar ratio it went up to like $1 = 60 pesos. but look how GMA is doing. she is instead fixing our country but people gossips and gossips spread fast until it becomes an idealism...
