NOTEPAD, a good way to start coding...not advisable but very challenging....

okay...if you got the financial resources, id suggest ADOBE PHOTOSHOP, and dreamweaver...
APACHE for a webserver so you can test out locally....

Dreamweaver, mao ra na ang kinahanglan nimo, pero if ganahan ka mupreview sa imo PHP scripts locally, install apache
