Cheaper compared to the full Orange box. If you don't care about the rest of the package, it would definitely be the better choice for you.
The game (TF2) you purchase through steam will be tied up or registered to your steam account/ID. You can download it or pause in between then continue again as often as you want. You can even download it (using your steam ID) in another PC but you can only play it in one PC at a time. In other words, you will own the game permanently as long as you use the steam ID where you purchase your game.

In addition to that, you can also backup any games you download, including custom content and save games you may have.

Almost every pirated Steam game I have ever played ends up being purchased legally through Steam.
