    "9 out of 10 filipinos cannot identify a government agency free from corruption. Of the very few who could, they mentioned DSWD (2%) and DOH (2%) as least corrupt.

    Here are more 2000 SWS surveys, & i dunno lang sa present figures sa pgka karon:

    (1) Majority of Filipinos (58%) think that "the gov't can be run w/o corruption".
    (2) 6% of voting-age Filipinos have witnessed or experienced corruption in the gov't. They perceive the most common forms of corruption as 'asking for extra cash to expedite processing of drivers licenses' (8%); "budget sa project sa province kinuha o maliit na lang ang naabot para sa project" (6%); 'asking for lagay' and "BOC-under the table" with 4% a piece.
    (3) The Supreme Court's net satisfaction rating, generally the highest relative to the Sandigan, PCGG, Ombud, PCACG, remains mercurial. From a high of +31 (Mar & Jun 2000) its net rating drops to +18 in Sept 2000.
    (4) The Office of the President topped the list of gov't institution perceived to be sincere in fighting public sector corruption, with a net sincerity rating (% sincere minus % insincere) of +15. The BOC is the worst perceived agency with a net sincerity rating of -25.
    (5) Filipinos recommend 'removal from their jobs' (35%) & 'being thrown in jail' (32%) as punishment for those involved in corruption. Promotion to a higher position' is the reward most favorably recommended by Filipinos (32%) for those who fight corruption.

    The Phils. is regarded as the oldest democracy in Asia. The Phil economy is characterised by a high degree of inequalities of incomes, assets as well as opportunities. Wealth in the Phils is highly concentrated: the top 15 families in the Phils control over 50% of the market capitalization in the country.

    The Phils has a history of corruption, and practically all gov'ts have had to struggle with this issue. Corruption in the Phils is characterised by a combination of cultural factors, institutional factors as well as an incentives system that contributes to corruption.

    A 2007 SWS survey, which states that common people in general are not unsatisfied with the Arroyo admin. However, the greatest source of public discontent is inflation, closely followed by corruption. According to public opinion, Arroyo's admin has not done enough to fight corruption. Corruption is said to take place at all levels of the gov't, but it is more widespread among civil servants in the higher-level positions.

    The police are perceived to be the most corrupt body, together w/ the parliament, followed closely by the political parties.
    The most well-known political corruption scandal was the Best World affair, where former Pres Estrada & his cronies manipulated the stock market to reap personal profit. Other examples of high-level misuse of power are a former president's housing project receiving exemptions from building & environmental regulations & the use of pork barrel money by politician to earn corruption rents.

    Another type of corruption common in the Phils is illegal donations to political parties, as well as bribery in order to influence policy-making or in order for the company to keep operating within the law. Accd'g to the 2007 SWS Business Survey, 25% of companies said that a typical company of their sector would give donations to the 2007 election campaigns of an estimated amount of 245,000 Ph pesos. It is a commonplace feature for companies in the Phils to support politicians directly or to donate to their parties.
