Static sites have static IP addresses assigned by your ISP/host. Commercial sites all have static ip addresses (non-changing) and their DNS entries have long expiry.
While dynamic IPs change always after reconnection. Mostly these are home connections or low-end business plans ISP packages. Changing IP addresses are difficult to track or remember, so dynamic DNS are supported/made by some companies (dyndns, selfip...etc). They are not cached (expiring fast) thus when disconected and reconnected again, clients connecting to your dynamic server will requery your DNS record again and not via its local DNS cache thus providing the new and correct IP address.

what I really mean is how do you compute a static website and a dynamic website.
when you present this to your client what are the computations.
like how many pages and how much per page.. something like that.
