It was the moon! I know! Why isn't it an animal?! But it was clearly mentioned in Book 2 by Yue of the Northern Water Tribe.

this brings us back to the question...what is the first water bender?

If it is mentioned in one episode in book 2 that the moon is a water master, then it is. After all, the moon could change the tides of the sea, much like water bending on a planetary scale.. So it is still logical..
