If we are to believe in surveys, I guess Transparency International's report should be given credence. According to them, Marcos ranked second while Erap is not far behind at tenth place in the world's most corrupt leaders. GMA is not even there.

I guess we don't have to put too much faith on surveys. The results are oftentimes biased, depending on who commissioned the surveys and if they want to release it to the public. We could consider some international surveys if we want transparency since they are independent than those commissioned surveys.
