that depends on the site.. i have seen some flash-based sites done in joomla and they are very well presented.. depende rjud na sa layout/content sa site..

i meant for self-study (offline/localhost) pwede sa windows ang joomla mag apache lang...

and besides if ganahan ka ma update via anywhere, u can host the thing in windows as long as fast imu connections and ur PC can handle loads of connections hehehe
