hi, buddy.
i am going to visit Cebu next Jan. and i've booked tickets from CebuPacific Air. The ticket including the tax is only about 3100 NTD and it's quite cheap.
As for the hotel, i think there are many kinds of hotels here and the room rates depend on your requests. you can find cheaper hotels easily here.

I just checked Cebu Pacific's website ... their regular roundtrip fare would be at 5,300Php

Manila to taiwan would be around 5,600
