It will be impossible for all government projects to push through if we do not have enough funds to complete it. Foreign loans are a big help to the completion of government projects. The E-VAT generated large revenues that helped decrease our budget deficit. Thus, we need not borrow more to fill in the budget. Take note, the budget deficit just decreased, it is not wiped out yet. That will not be far from reality if we earn more revenues and government spending is even more decreased.

In the case of the World Bank, it merely suspended it's loan to the road project because of allegations on a rigged contract. They will still have to investigate together with the Ombudsman. Even without the said funding from the WB, the road project would still be completed because the budget allocation for the DPWH will make up for it although the date of completion would be longer. The revenues from taxes will also contribute. Are we not paying road user's tax? Now we'll see where it goes.

exactly, there were some irregularities with the bidding which they think are anomalies that needs to be investigated... but accdg to the gov't's side, they did not violate any rules... we'll wait and see...

WB to release $232-M loan after probe
    By Paolo Romero
    Thursday, November 22, 2007

The World Bank has promised to release the $232-million road building loan after the completion of an internal inquiry into alleged bidding irregularities in the first phase of the project, Budget Secretary Rolando Andaya Jr. said yesterday.

“They’re just awaiting the results of the investigation of the integrity group…but at the end of the day the project will be approved and implemented,” Andaya told a news conference at Malacañang.

He said World Bank acting Country Director Maryse Gautier gave the assurance over breakfast at an undisclosed hotel in Metro Manila. Andaya said Gautier also stressed that it was not the loan but the World Bank’s deliberation on phase-2 of the National Roads Improvement and Management Program (NRIMP) that was suspended.

“I was told by the WB country manager that it’s prudent on their side to put on hold the deliberations because there is no report yet. But it does not mean that there are anomalies and that was clarified to me,” Andaya said.

Kadaghan naman nga higayon nga wala ta pautanga sa WB. There was an incident sa panahon ni Ramos ug Estrada na wala ta pautanga pud.

Kudos to the media, karon lang ni na sensationalize.
