Need Input Regarding A Monitor Upgrade

Hey everyone, so i'm planning on upgrading my current 20" 1600x900 Samsung S20B300 Syncmaster monitor on black friday, Currently the S31A seems within my budget, slightly more than i'm planning on spending, As much as i'd love an 144hz monitor, Its outside of my budget, Any opinions on the S31A? Its Tweakbox Appvalley https://vlc.onl
4" bigger than my current monitor but also has an 3ms higher response time than my current's 6ms. The idea is to spend at most $111 at most, the S31A is slightly higher currently but hoping it would drop within that price tag, keep in mind its the South African price tag in dollars so it would be higher than the amazon one, not buying via amazon due to the additional shipping charges.
The other potential monitor i'm considering is the ASUS VP247HAE 23.6"
