A really, really, really short treatment on this question. Babbling all about God & evil would cover a whole bunch of books.

I take that we are talking about moral, ethical evil here. Scour the Internet, juke up a Google search, or consult a dictionary, and a majority of definitions will be something like this: Evil is an act of will. It is something that someone does. Evil is committed and perpetrated by free-will agents (like us humans), and is totally in contrast with God's paradigm of goodness and its outflows: love, grace, mercy, etc.

So, for this argument's sake, if we really want to accuse God of "evil", He should be "doing" evil, not "creating" it. In other words, God "creating" evil.. is a misnomer. That would be in direct violation of His nature and character, which is argued to be perfectly good.

Obviously, we know quite well who to point fingers to when we're talking about ethical evil.
