    This quote comes from my morphology professor when I was taking up graduate studies in MAESL.

    "The Cebuano dialect essentially only has 3 vowel sounds, the short "a", the short "e" and the short "o". Variations of these sounds are a reflection of geographical location and/or locale."

    Ergo, from this, there's really no distinction between UG and OG, perhaps it's only a matter of location (i.e. in some places they tend to pronounce the short "o" sound into something that resembles the long "ooo" sound, while in other places they stick to the short "o" sound).

    ANG "og" usa ka panumbok (article)-- gamiton nga panugtongon (conjunctive) nga isaling-it tali sa pungway (adjective) ug sa pungan (noun) kon ang naulahi nagtumbok mahitungod sa bahin sa lawas, hiyas, batasan, ug kinaiya sa tawo, mananap, o butang. Sama sa, "bati og batasan" o "batig batasan" kon gamiton ang laktong (contraction). Kon gamiton ang pulongan (phrase) isip pungway (adjective), mahimong gamiton ang mga giyon, sama sa "bati-og-batasan nga babaye" o batig-batasan nga babaye".

    Apan, kon ang gihulagway sa pungway ing ang pungan gayod— dili ang hiyas, batasan, ubp., dinhi gamiton ang "nga", sama sa "batig-batasan nga babaye" o "matahom nga babaye."

    Gamiton usab ang "og" isip di katino nga panumbok (indefinite article), tugbang sa Iningles nga "a" o "an". Pananglit, "Si Juan ulitawo ug nangita pa og asawa." (Juan is a bachelor and still looking for a wife.)
    Ang "og" gamiton usab nga ugbayong panumbok (objective article), sama sa "Mopalit ko og pan," (I will buy bread) o "Dili ko mokaon og baboy" (I will not eat pork).

    Ang "ug" ing panugtong (conjunction) lamang, gamiton pagdugtong sa mga pulong o pulongan (phrase) nga samag batadilanhong matang (grammatical kind).

    Pananglitan: "Siya ug ako," "Bana ug asawa," "Naglalis ang magtutudlo ug ang tinun-an," o "Pulos makalupad ang langgam ug ang ayroplano."

    Your professor is essentially correct.

    But if we elevate and widen the scope of the matter to the entire Binisaya language rather than mere Cebuano denomination, "ug" was always used when a piece or composition is put into paper. The use of "og" is a modern invention by modern writers. Basically, the sound just melts without distinction when used verbally, colloquially in normal conversation.
