After 11 years of this question thread answer is still which is best php IDE and reply simply as usual is Notepad ++. It also went so much better than it was. And not also PHP, but HTML, Javascript, CSS and basically any programing language you may know.
Im a Komodo Edit user for a long time, but recently loved VS Code....

what is your need? or you just want to use a single framework for everything?
most common problem with programmer now a days is they focus on single technology based on recommendation and trend... it should be the other way around... the selection of technology is dictated by needs and requirements...
when you have 15+ years working as programmer (straight not breaks ), you'll understand why its not a good idea...

I do not know about you, but I can tell that probably anything today supports PHP language anyway and tons of everything being done there. As for me I even use some simple tool from .... I don't even know, it's called something like for example Notepad ++ and that's really it.
You know there are so many of them now that I do not even want to discuss them all probably. Many people do use some frameworks with them anyway so something should really be happened now anyway and it could go out totally out of range.
