The 500, 000 is not a physical evidence even if it looks that way. It is not marked money. Under the rules on evidence it will be a weak proof to a crime.
this is not entrapment? who would a briber give a marked money to the person he wants to bribe? common sense.

Friends, hindi dahil alagad ng simbahan si Fr. Panlilio ay mas kapanipaniwala nang siya lang ang tama.
then who is to you is more believable? those cabinet secretaries? who don't know what to answer? which the version changes day by day?

What did he say? He just said he received money in Malacanang. Just that. It was even a staff of Jonjon Mendoza who gave it to him.
    that made it more believable.

The OP finance personnel even replied to Fr. Ed that no disbursement was made for his province.
would they be stupid enough to leave a paper trail? common sense.

Iiimplicate ba ng Pangulo ang sarili niya?
nandoon ba siya noong binigay ang pera? wise move indeed... left the building then give the money... no implications...

then where does the money came from? just plain hulog ng langit?

In whatever angle you look at those gift giving... Corruption is ever present.

    - It was said that the money will be used for the barangay... guys it's election time, barangay elections are non-partisan.
    - When money will change hands between public officials, transparency and papers should be involved? was there any? None.
    - Does this money came from a private personality? Then why was it given in a place could MalacaƱang, MalacaƱang is no private place, last time i've heard it's prohibited for public to demonstrate within certain radius.

hahay... kamo na lay pag fanatic.

for sure, the money came from malacanang... from GMA gyud!

di ba si congresman cuenco nga nakadawat sya ug early Christmas gift from GMA during the meeting... tapos realizing what he had said on the radio ba or tv (im not sure diin sya nagsulti), iya dayong gibawi hours later nga joke lang! inaykopo.. joke ba diay....

hours later ang governor priest man dayo niangkong nga nakawat ug half million from malacanang...!

unsa may pagtoo ni GMA sa ato? mga bogo nga dili nalang kabalo mohuna-huna nga gikan niya ang kwarta? mmmmmmmm....

on the other hand.. i don't think the money given by GMA to the governors ang congresmen ay bribe.... when they gave the money, they actually did not ask something in return.. as what the priest governor said. so sure nga dili bribery.

sa kadaghan bang nakurakot ni GMA since she assumed presidency.... dali ra kaayo makakoot sa secret bulsa para panghatag sa iyang mga tawo.. she gave the money without asking somethign in return.. but for sure.. if you receive such money maski walay gipangayo sa imoha in return... in the end magpasalamat lang gihapon ka kay GMA sa kwarta and nakatanom na ang UTANG NA LOOB ......

this is the simpliest way of winning people. give them money without asking something in return!

it doesn't conform to the rules of bribery... but it is surely bribery in the simpliest form!

ā€˜Cash gifts from usā€™--league of governors

Editor's Note: Re-posts to clarify name of group of governors.

MANILA, Philippines -- (UPDATE) A group of governors, the League of Provinces of the Philippines (LPP), admitted giving P500,000 each to two governors in MalacaƱang two weeks ago, claiming the money was intended for the "capacity building" of the first-term local executives.

The money given to Pampanga Governor Eddie Panlilio and Bulacan Governor Joselito ā€œJonjonā€ Mendoza came from "contributions" of LPP members, totaling P21 million, the group's spokesman, Palawan Governor Joel Reyes said.

Acknowledging the controversy generated by the pay-offs at the Palace, Reyes said: "It was the wrong place and the wrong venue."

"If they don't need the funds, they should return it," Reyes told reporters at a Mandaluyong City hotel, on the side of an LPP meeting.

"This is for the capacity building program of new governors," he said. "This is from the yearly contributions of LPP members."

He said the amount given to each governor varies depending on their request.

"There's nothing to explain, our intentions are noble, which is to help them," Eastern Samar Governor Ben Evardone, the LPP secretary general, told reporters in a separate interview.

Evardone and Reyes blamed the LPP secretariat for not explaining to the two governors what the money was for.

The Eastern Samar governor said the money was supposed to have been given during a Cebu event, before the MalacaƱang breakfast meeting. He said only Panlilio and Mendoza were given money that morning.

"Maybe there was a lapse on the part of our secretariat [because] MalacaƱang was used as a venue," he said.

Pressed by reporters, Evardone said the Presidential Anti-Graft Commission should drop its investigation into the pay-offs because "the only question is where the funds came from and for what purpose."

"I hope this clears up the issues," he added.

Asked why it took them some time to admit being the source of the money, Reyes said he had just returned from the United States and this was the League's first meeting since he arrived.

The cash handouts were seen by administration critics as a bribe to save President Gloria Macapagal-Arroyo from a fresh impeachment attempt spawned by bribery allegations surrounding the junked $329-million national broadband network contract with Chinaā€™s ZTE Corp.

it would have been believable kung the day mismo nga na-aabot sa press ang 500K cash gifts kay gi-angkon dayon nila nga gikan sa league of governors...

pero pwerti intawng dugaya nila ug huna-huna sa solusyon para dili masakpan nga gikan kay GMA ang kwarta....
