The reality of it is some contractualization of some sort is needed by some businesses for then to survive. An example of this is BPO’s. Many of their employees work on the basis of the contract of their clients. Inig ka wala sa client, wala nay work ang employee. Sakto ra man sad, di ba?

The law (Civil Code) was enacted by Congress through a Republic Act 386. The only way to repeal "abolish" a law is through another law.
Hence, Congress (lower house and upper house) has to enact another law repealing such law.
