The act of Congress alone does not constitute Constructive Abolishment of the CHR.. It is merely an act of a the legislature to do checks and balances to an institution's head it deemed politically biased..

I say this is not constructive abolishment, you'd say this is.

I say this CHR's constitutional mandate is to the people in general you'd say, it is up to them to choose which area to focus.

I say this is political in nature you'd say this is judicial.

I say we base this argument on Constitutional grounds you'd say Rules of Court applies,

I say Human Rights Victims can go to PAO, you'd say they can't.

I say Chito Gascon is biased towards LP, you'd say he is not.

YES!

Was Gascon a Political ally of LP at one time or another. YES! he was even the Director General of the Presidential campaign.

Did Alvarez say that he will go on revising the the CHR's budget once Gascon resigns. YES!
