You are right, I think depende pud na sa mga leader nato ug sa sistema sa pang-gobiyerno, tan-awa ra gud unlike autocratic rule limited ra gyud supposedly ang control sa gobiyerno nato considering nga democratic ta, pero Makita gyud nimo giunsa pag-corrupt ining mga tawhana ang nasud, how much kung tagaan ni sila ug absolute power, unsa na lang kahay mahitabo nato.

Fortunate ang Davao kay si Duterte maoy gadumala sa una, then politically speaking daghan gyud kaayo siya ug supporter within Davao, meaning he can do whatever he want with less or no obstruction considering also that as per law any LGU can also furnish their own local laws. Pero in national level lahi ra, there's even what they call checks and balance where their is a division between the judiciary, legislative, and executive brances and not to mention Duterte do need the support of other political parties whose affiliates also holds key position in managing the country. Then with such a predicament how could he effectively cure this ailing country? Until now I still don't have even a best guess. This country is in such a dire condition because graft and corruption already became a norm to gain richness and influence.

I'm sure you can deduce when does this norm started, when does vote buying started, of whose presidency?
I don't know if placing a LKY at this moment will change anything for there's already a considerable backlash and turmoil under Duterte's presidency upon testing the water with a partially LKY implementation. In Mindanao alone with the Muslims, I don't think that an LKY form of governance would suit them, even they repulsed the Spanish and the Americans before effectively.

The best thing to do now even though daunting is reversing this existing culture of corruption, focus all the resources in that area and if successful it will even drag the problem of illegal drugs with it, considering that most of the coddlers of these drug lords do really came from the government side. More laws should be furnished are needed still and more effective implementation to realize this fight against corruption, fighting a leviathan with tentacles could only be done merely by targeting the head.

For me good idea pud na ang federalism, ang pinakamaayo ana kay dili na fully centralized ang budgeting, pero mas maayo implement lang usa ang federal reserve system kay naa pa gyuy mga lugar nga tabangonon dili pa kaayo maka-support sa ilang kaugalingon. Nindot pud ana kay intimate ang interaction between the leaders and the people, dali ra pud magkasinabot kay all of them are of the same region with the same needs. Pero ayohon lang gyud pag-pili ang leader kay maorag lig-on na gyud kaayo.
