get them both...
opinions on what you seek here for your answer 'might' not satisfy you at the end.
I don't want to discourage you from getting a PC, but if you are going to use this system just for gaming, in my opinion, you aren't going to be building a gaming PC that will last you for years to come with 30k. My video card alone is more than 30k. My way of thinking is that if you are going to be cheap on parts, then just don't and get a PS4 instead.
A 30k pc will perform better than a ps4. However, games that are ported from consoles will give your pc a hard time reaching that super max graphics.
There are benchmarks out there on the internet where the ps4 is equivalent only to high settings to its pc counterpart. It's just that games developed and meant for consoles will perform better on consoles than the ones ported to pc. Reason is that pc optimization will cost more on the developers' end and that's why if you want an eye popping graphics on your pc, stretch that to at least 100k php for it to max out any game under 4k gaming.
A pc that costs 6 figures is probably enough if you are too particular with fps after maxing out every config. Also it depends on what games you play. There are many experts here about pc and only one thing is common among them: Any sub-50k pc is equal to console level of graphics.
Agree with boss vern, better get a console. Anyway Im a big japanese rpg guy so if I were you get both. Pc for dota or isometric action rpg. Ps4 for its exclusives and japanese action and tactical rpg.
Gameplay > Graphics. But that's just me.

nag budget k?
I'll agree with the above posts na mas choi guro kng mu palit k s duha.
But I'll say nga it's better to buy a PC, simply because you can do more with it. 20-30k will get you a great build that can play almost all games at high - ultra settings. At 1080p. Which is what most people have.
Pero kng naa kay 4k monitor and dako k budget, then palita ang duha. Kng mga ps4 titles jd imo gus2, and u can only buy 1 of either pc or ps4, then pag ps4. In the end, imoha ghapn nang kwarta
Depends on the games you want to play. If you want exclusives like uncharted, horizon zero dawn, ffxv, etc., then go for ps4. If you prefer all other games on multi platform, dota 2,csgo, any fps games, rts games, pretty much everything you could think of including ms word, excel, powerpoint, photoshop, premier, vegas, etc.,then go for pc.
At the end of the day, it's up to you and your preferred games or usage.
"depende" kung unsay imo gamitan.
