Im not sure if something is throttling..It could be your GPU or CPU.but your temps are normal though.Try downloading MSI afterburner monitoring tool to see if something is eating your resources.
H61 MLX = bottle neck ang chipset ani sa i5 or the chipset didnot fused well to windows 10
there is no such thing that a H61 chip set is bottle necking the i5... H61 (entry level chip set) is geared for the non-K variant CPUs LGA 1155 from Celeron, Pentium, i3, i5, i7 and Xeons (E3 series).
in fact, gamit ko sa mga rigs nako bro ug H61 chip set mobos... nag dagan ni sila... i7-3770 w/ Asus H61 mATX mobo (hatag nko's bro nko. His workstation ang gaming) and Xeon E3-1230 V2 w/ Colorful H61 mini-ITX mobo (my mobile workstation rig gamit pud ug games kun laayon)... naa lang gyud siguro problema sa HW resources ni TS...
about sa HW ni TS, nice man unta ni pang duwa2x kun wla nag ka problema ang resources...
@ TS, basin naa'y probs sa internal resources na sya... ako bitaw diri, ang isa nko ka rig na naa ron diri's kwarto - naka AMD Athlon II X2 260 w/ 8 GB DDR3 system mem... gamit para school works sa akoang anak... back-up desktop PC ni nya kay ang iyahang main desktop, naa sa sala naka butang. dili mo dagan kun taoran nko'g Maxsun GT 640 (Kepler) 2GB DDR3 VRAM GPU. dili gyud mo boot ang kanahan... dili pud mo display. pero, kun gamit ko'g Maxsun GT 730 (Fermi) 2GB DDR3 VRAM, mo gana man sya. ok ra sya kun ang GT 730 (Fermi) ang itaod nya. both GPUs don't need extra 6 pin PCIe power connectors...
gitapol ko'g trouble shoot in details or even format then re-install... ah, leave as is lang nko sya kun asa sya mo work... hahaha... nag tinapulan ko... kapoy utingkay sa mga rigs... hahaha...

Bai naay post in toms hardware claiming no bottle neck even using i7-2600, pero backed by no data just words. Now a user "Pantheon85" in tomshardware also post 20% increase from H61 to Z68 chipset using only Intel Core i3-2105 can you explained this? Please check benchmark results hereH67 vs H61 for I5 2500 - [Solved] - Motherboards - Tom's Hardware. If indeed no bottleneck gyud on your experience can you show data benchmark from your test H61 to an a higher chipset to back your claim.

Is your H61 board SATA III 6GB/s?
Lastly can your test your system in a Windows 7 OS if mao ba gihapon ang ending,,,hehehe

naa ko'y comparison pud on the same mobo then ang CPU kay i5-2550K... dili nko maka kita asa na to... may ~ June 2013 to na comparison pud... gamit ang GPU kay GTX 670... then comparison sa stock and OC'ed i5-2550K w/ single GTX 670 ang dual GTX 670 SLI... games na gigamit nko's benchmark was sa ato na time kay BF3 and Crysis 3... dako ang difference sa pag ilis ug CPU... chip set wise, walay significant difference lang gihapon from H61 to Z77 (on a single GPU)... CPU change, from i3-2120 to i5-2550K (even @ stock speed) on the Asrock Fatality Z77 mobo, dako kayo ang gaming fps difference kay gi unleash sa CPU ang raw power sa SLI configuration on both 2 x GTX 660 Ti and 2 x GTX 670...
dili ko maka share ug current benchmark data sa akoang gaming rig kay tua ang rig sa Shanghai. naa ko diri's atoa (Cebu) ron...

i3-2120 to i5-2550K + SLI no question the CPU jump will benefit the setup but no sense in pairing a K proc with H61, it cant unleashed the extra juice, better to stick to a Pentium paired with H61 or select i3 + Higher than H61 chipset board.
For a test H61 to Z68 with same i3 proc + single GPU its another different story sad gyud

sa akoang comparison, a single GTX 660 Ti na w/ a H61 and Z77 chip set mobo na naa sa graph... the Z77 is superior to the Z68 chip set. ako nang gi kuha-an ug benchmark para ma share diri's istorya. ubay2x ko na gi share diri para ang review, istoryan point of view pud... gawas sa mga review sa gawas na atoang mabasa...
anyhow, sa problema ni TS, naa ra gyud siguro na'y internal resources na na yabag2x... ang HW set up nya kay is a very capable configuration...
ang work station sa akoang bro diri, katong gi mention nako na i7-3770 w/ Asus H61 mobo, naka ASL GTX 750 Ti man diay ni. so far, wala ra'y problema kun mag duwa sya. pero, usual gamit nya ani kay pang AutoCAD, pang extra income... hehehe...
I'm leaning towards windows 10 update with his issues. I have i5 H67 and H61. No probs man. Naka experience sad jud nuOn ko mag kamang while nag update ang windows or nag download og update kay kan.on jud niya tanan bandwidth.
if 8GB ang system mem, bisan pa mag auto update ang Win 10 then mag games ug naka open ang uban apps ug browser, ok ra man ang rig. pero, kun 4GB lang gani then the same situation, nag auto update ang Win 10 (even 8 and 8.1) then nag games unya, nag dagkan sa back ground ang uban apps ug nag open ang tabs sa browser, then kani, kamang gyud ang rig ani...
sa rig ni TS, 8 GB man ang system mem nya, less impact ra ni inig duwa nya... dili man maka kamang sa system ang himoon na swap file based sa games na gi mention nya...
gi abat ang rig ni TS... hehehe... joke3x... try ug padagan sa task manager TS then I-check kun unsa ang pinaka dako ug kaon sa resources nimo then I-post ang screen capture diri kun naa man gani para matabangan ka sa atoang mga kakusa sa buhat...
