    CEBU, Philippines - A special electronic gadget that will block cellphone signals will be installed soon inside the Cebu City Jail in Barangay Kalunasan to suppress illegal drug trade inside the facility.

    Cebu City incoming Mayor Tomas Osmeña announced yesterday that he will help acquire a signal jamming device for the City Jail to stop the illegal activities of some unscrupulous inmates who continue to operate their illegal drug business outside by using communication gadgets like cellphone.

    City Jail warden Johnson Calub supports Osmeña’s move, saying that the issue has already been discussed by the officials of the Bureau of Jail Management and Penology (BJMP) in Manila.

    The plan, however, was not implemented due to budgetary constraint.

    While the jail manual strictly prohibits communication equipment inside the detention facilities, some inmates managed to secure cellphones because some corrupt jail guards allowed them to possess in exchange for money.

    “Usahay dili man gud kalikayan nga may makalusot man gyud nga mga cellphones nga ipalusot sa mga mobisita sa piniriso. Kon anaa na ang maong signal blocking device, bisan og naa pa sila’y cellphone dili gihapon nila magamit,” said Calub.

    Osmeña cited a report that a drug lord imprisoned at New Bilibid Prison in Muntinlupa was allegedly the mastermind in the killing of Pastor Crisostomo Maternal Jr. in Barangay Bonbon two weeks ago. Maternal is a supporter of the Bando Osmeña Pundok Kauswagan.

    The cellphone jammer will block transmission signals. Telecommunication experts said that a sophisticated device can block all frequencies at once. The biggest cellphone jammers used by police and the military can be mounted in vehicles for security convoy.

    Osmeña said he already talked to some trusted men of president-elect Rodrigo Duterte and discussed about how to come up with an effective campaign against the operations of drug lords and drug traffickers.

    Calub said the range of high-end and expensive jamming devices can be adjusted so as not to affect other cellphone subscribers within the vicinity.

    “Ang mahalon nga special gadget mahimo ra nga ma-adjust aron nga ang signal ana sa distansya nga gusto nimo nga ma-cover. Gituyo ni aron dili maapektahan ang uban,” Calub explained.

    During the past greyhound operations, several cellphones were found inside the jail.

    Cebu City Mayor-elect Tomas Osmeña gave this promise to residents of Barangay Babag, a mountain barangay in Cebu City during the groundbreaking ceremony yesterday of the P75-million Cebu Technological University (CTU) Mountain Extension Campus in the barangay.

    Osmeña’s promise means that most students in the college will be scholars of the Cebu City government, said Rep. Rodrigo Abellanosa of the Cebu City South District, who was one of the city officials present during the groundbreaking activity.

    Abellanosa said the new campus could augment the tertiary education needs of the youth in Cebu City’s mountain barangays.

    “We will change the landscape, figuratively and literally, of the mountain barangays,” said Abellanosa.

    He said the construction of the campus will be done in six months and will be ready for students’ occupancy in this academic year’s second semester.

    The two-story school building will be constructed on a one-hectare lot donated by the Tourism Infrastructure and Enterprise Zone Authority (Tieza).

    FUNDS

    The project will also be funded jointly by the Department of Public Works and Highways and the Department of Health because the campus will also have its own university hospital.

    The school will offer two courses — Bachelor of Science in Industrial Technology and Bachelor of Science in Education.

    At present, students enrolled at the CTU Campus, are temporarily attending classes in a Barangay Bonbon Gym. They will, however, transfer to the new school building, once its construction will be completed.

    The new school building, when completed, will have 20 classrooms, which can accommodate at least 1,000 students, said Abellanosa.

    He also said that the campus can be a great opportunity for the people to learn.

    “Ngano kinahanglan man mu-reinvent nga naa naman ta diri? Ngano dili man paabton diri,” Abellanosa said.

    REASSURANCE

    He was referring to the recent controversy of the temporary CTU Extension Campus in Barangay Bonbon which was opposed by outgoing Mayor Michael Rama.

    Abellanosa also reassured the residents that what happened last year will not happen again.

    “Nawala na ang babag dinhi. Dili na dapat hinganlan,” said Abellanosa.

    Dr. Edgar U. Tibay, CTU vice president for production, extension and business affairs, also said that he is happy because the political chaos is already over.

    “The delivery of quality and accessible education is right in their hands,” said Tibay.

    HONORING PASTOR

    Also yesterday, Joy Maternal, the daughter of the late pastor Jun Maternal, showed her gratitude to Abellanosa and Cebu City acting Mayor Margarita Osmeña for their efforts to ensure the building of the campus.

    Jun Maternal, a Baptist church pastor and an anti-illegal drug campaigner, was shot dead by two unidentified men in Barangay Bonbon, Cebu City last week.

    Acting Mayor Osmeña said a building in the campus will be named after the pastor in recognition of his bravery.

    Joy Maternal said the mayor had helped in their financial and academic needs as she is one of the scholars of the city.

    Yesterday’s groundbreaking ceremony was attended by acting Mayor Osmeña and her husband incoming Mayor Tomas Osmena, representatives from the DPWH-7, Tieza, Ched and DOH
