The difference between our "googling" is i base my conclusions on circumstances and without persecution.

just to clear things, I was not able to give the officer any money. I'm not sure if he was asking but I assumed that he did. I walked away without any citation ticket so maybe it was just a verbal warning. I'd like to know what his intent was that's why I posted here. I'm confused because I havent encountered this scenario during my seminar at the LTO.
