    one of the mistakes the government did during yolanda is that the president did not declare a state of emergency. duterte has mentioned that, the president should've declared state of emergency in leyte as there was no functioning local government as even the mayor needed rescue from a resort because he was "inspecting" it. police were very hard to come by and that the province was in a technically state of anarchy.

    mar actually did his job as much as he could. he had no choice but to respect the local government code and adhere to them to prevent legal complications by violating the local government code. at that time, mar did a lot of things wrong that time mainly because his hands are tied. and i blame the president for that. he had to hold meetings, he had to scour all leyte and recall all lgu executives so that he can coordinate with them before he do something. that is why i am for duterte. for leadership. mar at most is a victim of circumstance during that time. mar had mistakes, he made a bunch of them, but the presidents non-existent leadership reared its ugly head.

    Just recently, President Benigno Aquino III called out Duterte's plan to kill criminals if elected.

    Aquino said the mayor's methods could mean shortcuts in the justice system and abandoning due process.

    Duterte was quick to respond, saying he's far from becoming a dictator as what the president's statement implies.

    He said he will not disgrace his mother who, as member of the so-called Yellow Friday, fought a dictator.

    "Mr. President, nakadroga ka ba?" he said. "Kaya nga rumami ang mga kriminal dahil nga sa kanya eh. Hindi niya alam kung saan ilagay ang due process. Ako alam ko kung saan ko ilalagay. If the criminal would resist violently and would place the life of the law enforcer or the military man in danger, shoot them. Ganyan ho ang batas Mr. President."


    Administration bet Manuel "Mar" Roxas II is also attacking Duterte's advocacy for federalism.

    Roxas said federalism would mean more taxes for local governments — first at the local level and another at the national level.

    Duterte disproved Roxas's claim saying local government is already taxed twice in the current system of government.

    "Mr. Secretary, may local ordinance taxes, may national taxes. Ang local government nagiimpose na yan ng tax. Kaya yan ang mahirap sa hindi abogado. On both counts, you and the president are both wrong. May double taxation na ngayon."

    no state of emergency was ever declared because the destruction was too big, a state of calamity was the proper declaration for it..

    I agree the devastation is huge.. but where is the govt urgency? Mao na dha!

    State of emergency, wala, ideally naa unta to kay walay local govt na nga ni function. Pero bugok ang presidente maski angkon ka or dili.

    i disagree. emergency was better as this will overrule any local government function until such time local government can buckle up and get their shit up. a state of emergency even if its just for 3 days would've been better. national government could've done much more and more freely without having to go through LGU sh*t. plus more military could've been called in to help. im not an expert though.just an opinion on what could've been done better. that is what duterte said in his previous interview and i agree with him with all due respect to roxas supporters.

    the president did declared state of calamity. but i think there was more they could've done without the constraints from the LGU.
