the typhoon was already FORECASTED days before it hit land fall. If Roxas did care about the people, he should had the initiative to prepare for the worst. He should have all the personnel on standby just in case ..... but he never did that .... mao nang stupid gyud si roxas.

It's a stupid law i agree, and elements shouldve been previously established to bypass it.. the way i see it the National Government were avoiding political dilemmas that might arise if they were to act without Romualdez's consent to let them control operations in Tacloban, they shouldve disregarded all those questions of bureaucracy because of the urgency of the moment,
