I would agree that to some degree na a corruption sa barangay.
Mao naka pait kay gi tolerate ra sa City Government or sa department na dapat nag oversee sa trash collections especially that the trash in our streets is very visible.

But to be fair sa corporations and even to mid-high end subdivisions, mostly mo employ ni sila ug private disposal firms kay dli reliable ang service sa government.

(I will provide the pic later.)

"At first glance, Cebu City Mayor Michael Rama’s order to take over the collection of garbage in three barangays is not only timely but expected of city officials whose mandate is to provide basic services to their constituents.

The choice of barangays though—Guadalupe, Tejero and Labangon—makes Rama’s order to take over garbage collection at least suspect. Yet, Rama insists that he’s the one being made the bad guy by his rivals.

“I don’t know what’s happening there. I do not want that they (barangays) will be pinpointing to us. It’s much better if we will take over starting today,” Rama said in last Monday’s press conference.

I'm not certain if you might be following the news that some say it's the lack of budget while for the recent one, Rama says it is the barangay. For me it is both but most importantly, it is the lack of accountability not only on a barangay level but on a City wide scale.

By the end of the day, it is always the head of the city that has full accountability be it intentional or negligence as he/she and the City's Solid Waste Management Board that oversees progress. And with progress comes more trash

But regardless, this should not stop us from individually doing our duty such as your example on posting pictures for proof. Kudos!
