    MANILA, Philippines (UPDATED) – Is Davao City, headed by rough-talking mayor turned presidential candidate Rodrigo Duterte, truly as peaceful as it's famed to be?

    Liberal Party standard-bearer Manuel Roxas II begged to differ on Friday, December 11, during a presidential forum sponsored by the Galing Pook at the Ateneo de Manila University.

    Citing data from the Philippine National Police (PNP), Roxas said Davao had the "4th highest crime [incidents]" in the Philippines.

    "So it's a myth, imagination that it's peaceful in Davao City. I'm not putting them down here, I'm just citing data," he added.

    Roxas was asked about peace and order, which one member of the audience noted to be among the key concerns of the electorate coming into the 2016 presidential elections.

    "I do not believe that might is right, in summary justice," said Roxas to the applause of a small crowd of roughly 100 in the Ateneo.

    Roxas said the same thing on Thursday, December 10, when asked about Duterte's desire to revive the death penalty.

    The former interior secretary, who had administrative authority over the PNP, emphasized there was no "magic wand" to solving criminality.

    He then went on to recount the gains of Oplan Lambat Sibat, a landmark system introduced to the police force during his stint as interior secretary. Lambat Sibat involved the auditing of crime statistics, and the use of data to determine police deployment. The plan, according to Roxas, cut down crime incidents in Metro Manila.

    Duterte and Roxas are friends, tracing back to their time spent in Congress in the 90s. Roxas, speaking to reporters after the forum, said he's asked Duterte about the allegations against him – of supposed human rights violations and alleged links to the infamous Davao Death Squad.

    "Tinanong ko sa kanya ang mga akusasyon, yung mga pahayag na may mga pinatay siya para sa disiplina. Ang sagot naman niya sa akin ay wala siyang pinapatay na tao. Kaya hindi ko alam kung saan nanggagaling itong papatay siya ng mga tao eh kusang sinabi naman niya sa akin na wala siyang pinatay na mga tao," said Roxas.

    (I asked him about these accusations, statements that people have been killed in the name of discipline. He told me that he has not killed people. So I don't understand where these statements of killing people are coming from when he's told me otherwise.)

    Roxas added: "So, sabihin nalang ang totoo. Papatay pa siya ng tao o hindi? Para magka-alaman tayo. Magpakatotoo tayo. Kasi sa akin, sinasabi naman niya na wala siyang pinapatay na mga tao."

    (So he should just tell the truth. Does he kill people or does he not kill people? So we know the truth. Let's be truthful. Because he's told me before that he doesn't kill people.)

    Cebu is one of the unsafest cities in our country. For example mag sakay kag jeep, maka dare ba kag text2x gamit imong latest iphone? I doubt if you can, unless you're really asking to be held up. I've never been to Davao but my cousins there can attest that they can freely use their gadgets anywhere because criminals are afraid to commit crime there. This also happened shortly during Tomas O time when there were CDS (Cebu Death Squad). Namingaw ang tulis ato sa Cebu City unya nisaka ang kaso sa tulis sa tapad nga cities like Mandaue and Talisay.

    Nangiita lagi mu ug pulis, or tanod or Mayor. Kung mangita namo ug presidente, ingna nya ko kay ako i recommend si Roxas.

    You are really clueless of what most police think of those criminals do you. Akoa anhing amahan, pirmi to gaingon nga ila frustrations mao nga kung makadakop silag criminal, unya buhian lang pod dayon sa korte ra pod human pila ka adlaw due to technicalities or walay nikiha, unya kaning mga criminala balik napod sa street to commit the same crime.

    Kung naa kay kaila nga na hold up, ig adto ana sa precinto patan-awon na silag rougues gallery ra sa mga police. Pag tudlo nila nga mao ning tawhana, mailhan ra ma nila dayon kung kinsa nang criminala kay gabalikbalik ra na sa prisohan. Mao nang di ko motuo anang ang prison is a correctional facility, kay sagad sa mo commit ug crime, mobalik ra gihapon ig gawas.
