    Just listen to or read about what he said about not repairing it. It's hard to come to any other conclusion. I understand although I don't necessarily agree that he would not want to spend money on it but there are many ways to put it to use without the provincial government spending any money. Nothing but lip service has been done. By the way, in case you haven't heard, your presidential candidate shot himself in the foot again and you are among those he insulted kay Cebuano man kaha ka.

    actually repairing it is not that easy. if you are familiar with how the bureaucracies work in our government its not as easy as repairing your own house.

    first naay pending kaso naa sa ombudsman karon.so that means whatever changes made on CICC it has to go through the ombudsman.

    in fact davide himself answered this issue of the repair. in case kapuyan mo click sa link, here is an excerpt:
    Davide answered: “Number one, CICC was never among my priorities...Number two, the CICC is a subject of a case pending before the Office of the Ombudsman and now former governor Garcia said nga wa nako tagda, nga nagpabaya. Nganung tagdon man ko ni nga kontrobersyal man kaayo ning isyuha gani gikiha siya (Why would I give attention to this facility which is controversial and the reason why she faces charges) because of allegations of overpricing?” Davide said.

    Actually, you are right in that Davide did get approval to fix up the CICC. But he only did it after being criticized by Gwen about it. It took him so long to write the ombudsman. And that he has got his approval and budget daw, nothing has yet been done about it. Before being critcized about it, he had no plans to fix it. I do believe that nothing will be done about until after the elections. It will in the meantime be used as a very huge and expensive billboard support. Ok ra man sad nuon na. At least gi gamit for something. It will also show everyone what kind of a governor Davide really is.

    I just wish more Davide supporters had your sense. But then again, while you support Davide, maybe you don't support Mar Roxas so you are not a diehard noytard. They are the worst kind. Hahaha.

    so imong issue napud karon is dugay nilihok sa repairs and kung walay ni criticize wala gilihok. then ok lets discuss timeline. give me the exact date when gwen criticized davide about the repair of CICC and i will give you the exact date when davide submitted a petition to the ombudsman. provide proof if possible.

    i am not going to be biased about it. if davide has indeed acted about the repairs only when criticized then so be it. but give me facts first and let us compare data.

    Since I am down with a bad case of the flu, and am not in the proper frame of mind to present my arguements properly at the moment, I will just share here verbatim, a facebook post I came across from Atty. Christina Garcia Frasco, Gwen's daughter. What surprised me what that she said that there is actually no case pending in any court on the matter. Just a complaint. What the difference is, I am not exactly sure. But here is what Atty. Frasco posted.

    "Never Again" at CICC

    "While I prefer not to delve into the details of this matter of which I have been involved in the defense since its inception, as an observer, I feel compelled to point out two fundamental facts that seem to have been lost in the discourse over WHO is responsible for putting up that ill-conceived billboard:

    First, the complaint (not "the case") is still under investigation. No case has actually been filed in court, no findings of corruption have actually been made, and no TRO has been issued to prevent the use, rehabilitation or repair of the CICC. To definitively declare, therefore, that the CICC is a "monument of corruption" and to knowingly refrain from repairing and using the same, is not only a blatant attempt to preempt the results of the investigation, and to condition the minds of the public to fit a desired outcome, it is also a grave misrepresentation that the structure cannot be used as a source of economic activity. To allow the CICC to lay to waste and to deprive the public of the massive income which it could have generated, to me, is a great injustice to all Cebuanos no matter the political affiliation.

    Second, while a certain group has apparently surfaced amidst lingering questions of who is responsible for the billboard, let us not forget that the Cebu Provincial Government-owned CICC is under lock and key and 24-hour security by the owner and custodian of the property. So as to culpability, more than the issue of who put it up is the more compelling question of who allowed it to be put up, without a permit, I might add. And who is allowing it to remain.

    Apart from the deliberate dilapidation of the CICC, which is criminal in itself, what's clear is there has been a defacement of public property. In any other jurisdiction, this, too, would be a crime. Apparently in Cebu, it's allowed under the guise of "freedom of expression".

    Oh, my beloved Cebu, what have we come to?"

    Since your down with a severe flu ill be understanding and i will be patiently waiting for your answer to my question. You mentioned he only acted when someone complained.you must've known the timeline to have a statement like that.so ill wait for your answer. Its not about discussing details, its about finding out whether you are telling the truth or not. If you are correct then so be it,but let us be fair and not falsely accuse someone.this will also enlighten subscribers of this thread.
