Actually, if dili disiplinado ang tao maski unsa pa na nga law ang i-implement, daghan gihapon ang mo-violate. Regarding the issue, that's why kinahanglan ta ug disiplina because if naa'y disiplina ang kadaghanan sa tao at least mapugngan gamay ang init sa lawas or mangita ug paagi nga mapugngan ang init sa lawas. Regarding the church, well, their disagreement with the implementation of the contraceptives as artificial birth control has really done damage to our population. Practically speaking, sayop sila but I still see them standing their ground about "moral" issues para di mocontradict with what their teaching and preaching the people, not unless if they've got their selfish motives of their own (which could possibly the case). That's why I can't blame them nganong mocontradict sila sa government.
That's why if both the church and government can't agree with each other regarding such issue, then it's the people's prerogative to find ways.

In Bukidnon, the Commission on Population (Popcom) reported that priests managed to get hold of the list of women who availed of IUD from the municipal health office.
The women were summoned by the priests and told them to have their IUD removed or they will be denied communion. At least 34 of the 48 women heeded the priests, the Popcom report said.
The family of slain Mayor Victor Elipe of Taganaan, Surigao del Norte, also complained that the mayor was turned away when his body was brought to the Church for funeral rites.
Elipe was not a card-bearer and had not undergone the BEC seminar. Thus, regardless of his political standing in the community, he was denied the vested rights bestowed upon Catholics.
Arguelles did not offer any explanation other than to say, “Elipe was a protestant.”
The Elipe family did not push the issue and held the necrological and funeral mass, officiated by a Catholic priest, at the municipal hall, instead.
The Elipe incident brought shock waves and turned out to be the strongest and most effective shock and awe message that had been sent out by the Catholic Church hierarchy.
Following that incident, all government officials from the governors down to the barangay officials have signed up for the eight-Sunday course.
