First, take note that in our inflationary world, in terms of absolute amount, govt debt (both domestic and foreign) will always grow larger each year. However, in terms of ratio to GDP, this will vary on the existing govt. policies and economic status..
Im mentioning Debt to GDP ratio as it basically means how much is your debt compared to what your earning.. Needless to say, if your percentage is more than 100%, your spending more than what you earn - which is currently the situation of the US right now..

In the NSCB link it says:
“Looks like the women presidents–mothers–wanted to pay our debt more,” NSCB claimed, citing that Mrs. Aquino paid 19.8 percent of the outstanding debt, followed by Mrs. Arroyo at 15.6 percent.

During his 2010-2011 tenure, current President Aquino registered 14.6 percent in debt payment–as percentage of the outstanding debt–while Estrada’s records was 11 percent and Ramos 10.6 percent, NSCB noted."

So in fairness to our late President - Cory Aquino, our former President - GMA and our current President PNoy, in terms of debt payment, I think they've done quite well..

On your Phil Star link, it says:
"The country’s debt as a proportion of the country’s whole economy declined further last year, reflecting the government’s successful efforts to manage finances and sustain the growth of the economy.

Debt-to-GDP (gross domestic product) ratio improved to 45.4 percent at the end of December 2014 from 49.2 percent the previous year as a result of efficient spending."

The paragraphs are pretty much self explanatory which I would say we're quite in a healthy position ryt now to further leverage ourselves if we wanted to..

Beyond the politicians and the media, not everything is laid in black in white..
There are still good and brilliant guys in our various govt agencies doing their job and working to further improve our economic status..
That is a good analysis and understanding, you broke down one by one. I just pointed out our debt which has ballooned to up 3% to P5.76T. While the comparison you mentioned is true it is there given and plainly explained, I noticed that too and I read it. Most of the things you said were just repetitions of the article and what you said that there are still good and brilliant guys in our various govt and you need to count bad and brilliant too. Anyway with regards to paying debts? Significant factor that put into play on whether borrowing ang paying debts - OFW remittances. People or workforce is the philippines's best export so far. OFW plays an important role in the Philippine's economy since Marcos time.

The inflow of remittances which in turn tallies this as part of the country dollar reserves, the same reserves that are used to show the IMF, World Bank and other international funding agencies the country’s capacity to pay its debts.

These dollar reserves are what the Philippine government uses as part of its collateral in getting new loans. The government cannot do without the remittances that go through banking channels. It would mean the loss of investor confidence and worsen the government long-term incapacity of possibly fully paying its international debts.

Now as it has been said that as a result of efficient spending GDP has risen and we are in good hands. Well that still remains to be seen, efficient spending especially on our current govt is overrated.

Romualdez thanks national gov’t for Yolanda rehab of Tacloban
Mayor says sorry for hurtful words uttered in days after super typhoon

TACLOBAN CITY, Leyte, Philippines –Tacloban Mayor Alfred Romualdez has expressed gratitude to the national government for the help extended to his city, considered ground zero of supertyphoon “Yolanda.”

“In behalf of the city of Tacloban, I would like to thank the national leadership, including the President (Benigno Aquino III), sa lahat ng tulong na naibigay sa Tacloban (for all the help given to Tacloban),” Romualdez said in a speech at the memorial park on Sunday inside the compound of the Tacloban Convention Center which once served as temporary shelter to 8,000 people after Yolanda’s devastation.
The city mayor said he would like to apologize if he had uttered hurtful words against the national government especially days after Yolanda’s onslaught.

He, however, stressed that the people of Tacloban were “grateful” for the assistance extended by the national government.

“Pasensiya na lang po kung nakakapagsalita kami ng maaanghang dahil kami ay tao lamang at kami at nasasaktan dahil napakasakit talaga ang nangyari sa amin (Please forgive us if we have said something hurtful because we are just human and we get hurt because what happened to us is really painful),” Romualdez said.

“Minsan po nakakapagsalita kami ng maaanghang na salita (Sometimes we say something nasty) but at no given time, we are ungrateful for all the help that were extended to us,” he added.
In an interview, Romualdez admitted that the hurtful words he had uttered in the past were a result of his disappointment and due to the unfair perception that the people of Tacloban were ungrateful.

“I’d like to reach out to everybody, tell them that we are very grateful. We just voice out our concerns but it does not mean that we’re ungrateful,” he stressed.

Earlier, former senator and rehabilitation czar Panfilo “Ping” Lacson” said that around P8 billion was poured in to Tacloban through various assistance and downloaded to different government agencies like the Department of Social Welfare and Development, Department of Labor and Employment, among others. Unwinnable Mar Roxas dooms Liberal Party of the Philippines.

It’s really pathetic the way presidential candidate Mar Roxas scrounges around for some sucker willing to run as Vice President with him under the Liberal Party (LP) banner. Indeed, it’s the height of pathos that he’d actually issue such a proposal to Senator Grace Poe, who currently tops popularity polls and will likely beat Roxas if she decides to run for president herself.

He still have several months to go to please the voters,
with his recent reaction with the lag2x bala scam, somewhat he is more inclined with the administration and not so with the victims plight. I could sense that he will stay in third place or even below when upcoming surveys would be promulgated.
