Goin back to the "Ease of Doing Business" here, do take note of the major govt. offices one has to go thru to set-up shop:
1. SEC/ DTI - Registering/ opening a business name is relatively easy with these offices..
2. Office of the Mayor - Highly erratic and dependent on the Mayor (regardless of political affiliations)
3. OBO - Process flow is dependent on the Mayor
4. BIR - gotten more anal
Im sayin these cuz despite the efforts being done by DTI and SEC to simply things, there are some things beyond their control..
