This is an initiative by the DOST with the intention that the general public will use this to access government services - i.e. check on pag-ibig contributions, sss, gsis, etc. Gov. services such as OEC application for OFW's, nbi clearance, even to the extent of online payment of utilities, bills, fines, etc. I foresee the development of applications android or ios, to cater to these types of government services. This network can further extend to public monitoring and research allowing the possibilities of monitoring river banks for flooding over the internet, rain monitors with smart sensors and the deployment of IOTs. These types of applications doesn't need a lot of internet bandwidth to begin with.
This is NOT meant for the general public use of streaming services, social media - fb, twitter, etc. 256Kbps wouldn't be enough for those types of applications anyway.
For all intent and purposes of the DOST, I see this as a positive and welcome development. I wondered why are some people are seeing this differently?

maybe im reading this incorrectly? it's free internet to everything not just government agencies.
if you read the links in the front page from fortune and bloomberg, it's supposed to compete with local telecom companies and force them to improve their service by offering better internet speeds for paying customers. I fail to see the logic.
High priority internet are given to government officials, followed by govenment issued ids, followed by ordinary citizens. So there is little to no assurance for students to access this internet.
i do hope the general public can use this service. unta magamit sa mga citizens, dili sayangun ang kwarta nga mag sigi lang ta bayad sa telecom even if walay mugamit sa internet.
