I work in a company with a very diverse population. Bisaya, Tagalog, Kapampangan, Bicolano, Ilocano, Ilonggo, American, Palestinian, Chinese, German, South African and etc. And just to be clear, I'm not saying that instances of being "looked down at" doesn't happen. It does. But we can never really generalize it to Tagalogs.
A group or a community has its own internal culture (ways), so anybody not from that group or community will easily be picked out. Anything/anyone out of what's considered normal and ordinary will cause reactions: amusement by laughter and jest, or hostility by any form of bullying.
So, Manileņos will find Ilonggos or Batangeņeos or Visayans or Kapampangans out of what's ordinary to them and, naturally, will always react. Hence, the jokes about the interchanging of the "e" and "i" of Visayans, an eye brow raised to the disposition of a probinsyano in the streets in Manila. To say "look down" generally is incorrect, but opinions are formed now and again, here and there, and they stick.
And the process is the same everywhere. Bicolanos, Kapampangans, Ilonggos, Visayans, Cebuanos, etc will always react to Manileņos' difference to what's normal to them. Filipinos will react to the ways of foreigners as much as the rest of the world has an opinion about us.
