pareho lang man gud, nag concentrate man sila gihapon sa populated cities esp sa ilang capital (Thailand,Japan,Korea). Maka.ingon lang ka evenly spread but the real score kay nindot ilang economy.. manufacturing based man sila ug welcome ang foreign investment (thailand).
Di man lang man gud gobyerno nag grow sa economy private sectors man pud, mo invest lang sa public infrastructure ang govt kung the need arise to augment the growth of private sectors dapat naa gyud multiplier effects. mabawi lang gihapon nila na sa taxes when the private sector is growing.
Naa gyud daghan factors why di madistribute evenly..
eg.
1. wages - people flock to big cities kay they are better paid, mas grabe man gani migration of workers sa China.
2. opportunities - business owners will prefer to invest on bigger cities kay ROI will be faster, less risks when theres more patrons.
3. infrastructure - since you blame the style of government, kahit mag spend pa sila pila ka billions of infrastructure sa usa ka lugar na layo sa Manila lets say Bangsamoro, di gihapon na mo boom kung people wont flock there due to lack of opportunities and low wages.
Gi prove na pud ni GMA sa iyang time... nagpataka daw siya himo ug "bridge to nowhere" wa man gihapon ni boom ang town ana. even sa China wa nikagat sa Ghost Cities ang mga chinese.
Mao its wise to invest on populated and income generating areas.
4. investment climate - ikaw kung investor ka, asa man ka mo.invest sa Mindanao or sa Cebu ? Cebu or sa Manila ? money speak palang di gyud madistribute ang progress. Most people will invest were money grows best.
5. mentality - eg.
a. children of farmers tend to flock to cities for factory job than working their own field cause less work, better pay and stable. di magsalig sa harvest na sometimes lugi.
b. kanang squatters given with house and land and even job at the outskirts of the cities tend to go back cause they know staying in the city gives better future.
6. etc security, stability, ...
In order for Cebu and Davao to compete with cities in Manila - i.secure na nato kanang mga factors. Kahit magfederalism pa ta dinha lisud ta kaapas kay mas favorable didto, samot mabiyaan ta kay mas daghan na kwarta moagi sa ilang treasury.
Kung it takes 1B per year to run a federal government per State, unsaon nalang pud ng poor state asa sila anang kwarta ?
With our current situation naa man sad advantage and remedy with your concerns
1. Its cheaper with centralized government... mag remit lang ta sa national government instead running on our own. I think mas cheaper this way though correct me if Im wrong though cause i dont have figures to back it. But surely poor states magproblem and its better to remit nalang than run things on their own. With federalism, mapugos sila run inefficiently instead 8 ang SC justices nila, 3 nalang lol.
2. On Average P4B ang budget ng Cebu City karon P11B i think, naa gihapon ta fund for growth. People should stop saying tanan kwarta padung dito sa national government. I say a slowed growth here is better than pugson nato same sa Manila, kung musaka mga wages surely will triger inflation na maglisod ta cope, reklamo na gani dire kung musaka ang plite sa jeep.
3. Kanang LGUs and NGOs are sufficient naman na to address the needs of local government, kay limited man ang national budget naa gyud time mapasagdan ang usa ka locality bawi nalang next time. Kung maglisod na ta budget with the current system what more with federalism.
4. Pork barrel - totally abolished it, daghan kwarta nausik ani on needless project, partisan politics and corruption. Budget allocation should be base on what is direly needed.
5. Public officials - we should elect officials who cares for Cebu and willing to commit projects, dishearten kaau ko when many Cebuanos went against GMA when siya ra president nag commit many projects during her admin.
Si Penoy nakadaug, naa ba major project dire ? Puro gihapon planning. Naay other projects lately lang nag materialize kay hapit naman ang election
When mga bulwark ng LP members provinces eg. Iloilo, Albay daghay projects.
Karon election butar mo of people mo commit ug projects esp sa legislative level kay sila bya mo work on the budget allocation and project proposal.
6. daghan pa other ways, attract investors; mag land reclaimation
; setup EPZ; etc
OT:
Sa tanan thread about Federalism, kanang mga pro never talk in details puro ra sugar coated words na everything will be good with Federalism. They never answer key questions murag they are living in a perfect world
Same ra ni sa mga tawo gi.advice nako when they setup their own business, puro ra positive istoryahon walay analysis di sad maminaw sa mga tao naay experience. ending lugi ang negosyo, naa pud case gipanggukod sa BIR.
