partly the church is to be blamed, kay di man tanan makapugong sa urge, and thats what the state understands, mao naa'y artificial methods ihatag unta ang state, which mo.disagree ang church. it is the mismanagement of resources, corruption and the mentality of some of the filipinos that is causing it. not "overpopulation".
