How much does it cost to build an ~ 20' x 40' 4-story building? (materials + labor)

staircase, metal, cement or wood?
type of roofing?
number of rooms?
type of doors?
standard concrete or bust?
type flooring?
ceiling height per floor?
exit gates?
tubing ang piping design?
type of ventilation with exhaust?

type of materials? = something that can withstand an earthquake or typhoon or flooding.
staircase, metal, cement or wood? = probably metal, like a spiral staircase.
type of roofing? = where people can hangout, so maybe flat concrete?
number of rooms? = 4th & 3rd floors, 1 bedroom each, 1 bathroom each, 1 kitchen/dining/living each. 2nd & 1st, just one big area each, with 1 restroom.
type of doors? = whatever is reasonable/durable?
standard concrete or bust? = what's a bust? something affordable but durable maybe.
type flooring? = no idea. 4th & 3rd, nicer floors not too expensive. 2nd & 1st, something cheap but presentable.
ceiling height per floor? = 1st & 2nd, around 8 ft. 3rd & 4th probably 9 or 10ft.
exit gates? = none
tubing ang piping design? = something efficient that won't cause problems in the future?
type of ventilation with exhaust? = no idea what type, whatever works well.

lastly, asa ka kuha sa materials? = no idea either, somewhere cheap/reasonable?

Around 2million. I had 2 story building done with 6 rooms each with own toilet/bath. Gipa rentahan nko at 4,500/month. As of kron puno siya tanan with tenants but ako na sad problem is that i can barely catch up with the loan payment from the money i borrowed for construction which is katag kaayo. I want to consolidate my debts and altogether perhaps add another wing since dako pa mn ang amo yuta dri. I tried applying for personal loan from banks but pirmi lng declined kay akong credit card is only two months then ang sa business sd nga doc ilang requirement is at least 2 years operating but its only been six months since nahuman akong building. Ang akong lot naka collateral for a very small loan with very big interest since no bank or proper financial institution would fund my start up. Paeta aning Pilipinas it seems that only the rich and the politicians are getting richer! Any advised? And please to those who have nothing good to say just keep it to yourself, profanities will be ignored. Thank you.

around 3-4.5M ... still depends if what kind of materials you want to use, accessibility of the site, type of ground where the house to be constructed + permits if needed

20' x 30' or 6m x12m or 72 sqm. Is this the lot size or the maximum footprint of the bldg?
Say this is the footprint or the floor area in the ground floor, 72 X 4 X 15,000 (for the cheapest finishing) = 4.32M matls + labor
