apparently you can play as Ciri at certain points of the story.
I kind of don't like this focus on Ciri. I was expecting, when I finished Assassin of Kings, that TW3 will be all about Geralt's quest to look for Yennefer, especially after all the buildup to Yennefer, but now it's become a quest to find/rescue Ciri from the Wild Hunt. I'm somewhat worried that CDP might fumble the story aspect of the game.

it is not implied that the total file size of the game itself is 40GB. system space requirements are usually for installation processes.
Even if the game ended up being 40GB it wouldn't be surprising for a next gen PC game. NOwadays, textures compose the bulk of file sizes. 512MB to 8GB of ram upgrade can do that. You should know that sizes increase EXPONENTIALLY as texture resolution increases (256x256 ~ 1MB, 512x512 ~ 4MB, 1024x1024 ~ 16MB). Witcher 2, when it was released, was a graphical marvel, I wouldn't be surprised if they'll raise the bar with this game.
Compression can be a double-edged sword. Decompression increases rendering time which can result to lower frame rate and longer loading times. I would rather have a 40GB game that loads fast than a 32GB game that loads longer.
Graphical downgrade? Watch the uncompressed trailer video. You were probably watching a trailer that was labeled XBOX ONE/PS4. CD projekt made a press release stating there will be no downgrade. Also, don't listen to /v/
If languages piss you off so much, Steam would probably let you download the english version.. or wait for a repack.
