“PASALAMAT pa gyud ko sa Ginoo na duna pay angel nag protekta sa akoa (Thank God for providing me with a guardian angel),” said SPO2 Jose Marcial Donoso, clearance personnel of the Highway Patrol Group (HPG) 7, after a bullet missed him when three unidentified men shot him inside his vehicle yesterday morning.

Donoso said he just left his daughter’s house in Consolacion and was on his way to the HPG office on Gorordo Ave. when the incident happened around 7 a.m.

He said he first noticed the three men on board a black motorcycle without a plate number in Mandaue City. He overtook the motorcycle when he reached Cebu City, but the three men went ahead of him. Then they slowed down and yelled at him, calling him bald.

“Nakahuna-huna ko nga mura og gitripingan man gyud ko ani nila (That’s when I thought they were playing around with me),” he said.

He initially ignored the men who covered their face with a T-shirt, and continued to drive. But then he heard a gunshot.

Still no motive

“It was only when my windshield shattered that I realized I was the one getting shot” Donoso said in Cebuano.

The HPG clearance personnel said he was surprised that the men shot at him. He thought of asking a pawnshop’s security guard that he just passed for help.

“I was bringing my firearm but I was wearing civilian that time. Lain kaayo tanawn nga naka-civilian ko and gadala ko og pusil nga magpakitabang nila (I was in civilian clothes and I didn’t want to engage in a shootout). So I proceeded to the police station,” Donoso said.

Donoso, a native of Surigao, said he has been assigned in Cebu City for eight years.

He said he has not made any enemies at work since his task is only in the clearance section.

City Intelligence Branch Chief Romeo Santander said he will help investigate the incident.

Santander said they will check if the CCTV installed in a post in the area is still working.

Senior Insp. Hartzel Billedo, Mabolo Police Station chief, said they’re already doing that.

Billedo said they will also interview Donoso to determine the motive of the attack.

His men set up roadblocks after Donoso sought their help, to no avail.

The three men could have gone straight to Barangay Lorega-San Miguel, exited through the access road in Barangay Hipodromo or proceeded to Gen. Maxilom Ave., he said.

Police Regional Office (PRO) 7 Director Prudencio Tom Bañas said he will call the attention of Cebu City Police Office after receiving report that no police officer was detailed or seen patrolling the area.

Police visibility, Bañas said, should be strengthened because it is deterrent against crimes.

He said they are implementing a comprehensive deployment plan of police personnel, which has helped PRO 7 lower its crime incidents.
