Offtopic: unbelievable? You might be operating on the mainstream mindset that laws are good by its mere existence. Yes, they should be followed inspite of some of them being immoral otherwise face unnecessary persecution or bear huge losses and incovenience. You see, laws are force, and the government monopolizes that force. Other than the legitimate function of laws of protecting life, liberty and property, any other function it supposes necessarily violate its legitimate function.
I do not operate on the idea that just because it is a law, it is necessarily just. Thats why i ask you on the fundamental level. If you stick that it depends on state laws or city laws. That might mean if a majority will pass a law that will deny you of certain rights in your own property, you might still be blind to the injustice that have been done to you.
As for your example on VAT, customers pay vat, not businesses. Vat is not discrimination, it is theft and anti poor. Vat was passed to help the economy of the country during the time when its reserves are almost depleted. However, when the economy recovered, vat was not repealed but was expanded further to 12%.
S&R, in case you don't know, is a membership shopping business. Their merchandise, are discounted because you already paid up front. Paying for any goods and service like in Starbucks is the same, albeit you don't pay up front for a year, but pay per transaction. It's just a different business model.

Bottomline, business doesn't have a free hand and they have to comply to City and State laws.
And yes, I mentioned bikinis in the office because there's such a thing as being appropriate. Cities and States don't really need to write laws about specific matters, and would leave that up to the businesses.
Again, businesses have rights, but citizens have rights too. Citizens can protest, boycott, or go to court against businesses, and businesses can go to court against the City or State.

Laws in this country are laws. Whether you like them or not, you have to follow them. Whether or not they're just, you have to comply.
All you can do once it's signed and put in force, is to challenge it in court and try to have it repealed.
Do I like every law in this country? Hell no! Do I follow them anyway? Absolutely!
You must be living in a different country.
The UK for example, doesn't even have a written constitution and they have what we call "common law". People can go to jail even if there's no law written for it. The Philippines is different.

Legalities aside, it's a mistake.
