responsiblidad na nilang duha ang periodic check sa sea worthiness compliance etc.

joop is not barking at the wrong tree.. root cause :mechanical problem, mostly sad sa atong mga barko ngari are in bad conditions jud..responsibilidad ni ni marina..kay kung dili lng unta sila mgpabayad during inspections, seaworthy tanan barko ngari..di basta2x unluron sa bawud..perog ila sang tinud.on, daghang barko madetain og di kadagan kay halos tanan mabagsak sa inspection..

nonetheless... its not marina who will certify that its seaworthy "that day" but PCG.. sila ang nag enforce sa marina law sa pantalan... just like the usual vehicle registration... during sa registration i pa condition jud ang sakyanan pero after a while it will break down again...

its like blaming arroyo if the problem is cause by abnoy... ana ra na kasimple...
