    although ang Marina mo-issue of certificate sa sea worthiness sa barko,
    responsiblidad na nilang duha ang periodic check sa sea worthiness compliance etc.

    kuwang ug manpower ang Marina, precisely why Coast Guard mo board for inspection.
    at least twice in my case - Argentina-Bataan and Russia-Manila

    Na mura man ug sweto man mo diha about Marina's responsibility,
    kanang mga foreigned-owned vessels registered with Marina naa mo'y idea unsa'y interval sa ilang inspection?
    Marina or Coast Guard mo inspect?

    Kay sa Panama registered vessels, usually twice in 5 years raman sila mo-conduct ug inspection sa seaworthiness. depende sa gross tonnage. Coast Guards and PSCs sa mga host countries hinoon pirmi.

    Tinuod na kuwang ug human resources ang Marina bai, pero they don't acknowledge it with that obvious lacking on their department ug karun gusto pa nila hangkabon ang function sa PRC?

    Never been on domestic trade vessel mao nga wala sad ko kabalo guidelines/interval nila inspection ug dili sad ko suweto is just that my first reaction with what happened lagot jud ko first and foremost sa first party mao ang Marina...

    nonetheless... its not marina who will certify that its seaworthy "that day" but PCG.. sila ang nag enforce sa marina law sa pantalan... just like the usual vehicle registration... during sa registration i pa condition jud ang sakyanan pero after a while it will break down again...

    its like blaming arroyo if the problem is cause by abnoy... ana ra na kasimple...

    Now aside from Marina's original functions/responsibilities of keeping the boat nationwide in sail safe.
    Recently added to the menu is PRC's vital functions overseeing trainings and certifications (stcw) for local and ocean going mariners.
