They brought Bong Navarro to the police station during the incident,
thus gives them the edge, I suppose.

We would be able to understand the judge's decision if we decided to READ the news. Too bad, this case has turned into a trial by publicity.

The judge said, "although there is probable cause for the charging of the crime of serious illegal detention, the prosecution had failed to provide strong evidence that said illegal detention is actually serious or actually for the sake of kidnapping"

I don't follow the case but prosection shall provide sufficient evidence that illegal detention under the Philippines' revised penal code ACTUALLY HAPPENED. You know, they have something to prove. Some argued that the fact the gang brought Vhong to the Police Station put the question of illegal detention and kidnapping.

Also, yes, illegal detention is a non-bailable offence. But the current constitution clearly states that "all persons, except those charged with offenses punishable by reclusion perpetua when evidence of guilt is strong, shall, before conviction, be bailable by sufficient sureties, or be released on recognizance as may be provided by law."

We have to understand in order for an accused to be denied of bail is when the penalty is life imprisonment AND there's a strong evidence against the accused.
