my take on this is, changing the form of government will not fix things unless we change those who is in the government. Politicians are corrupt that's a known issue and I do not see it changing anytime soon but we can start first with how we select our leaders. Let us select them base on their character and not on how they promote themselves. Let us not base it on what they are promising us to do but what they have done.

If possible then why not? It's not necessary na the whole vizayas has to separate. If only Cebu will separate then Cebu will separate.
