    Candid Photos of Strangers May Soon be Illegal in The Philippines, Even if They're Just in the Background

    There’s a new law in the works in The Philippines that may soon make it illegal to photograph strangers without their permission… even if they just appear by chance in the background of your photos. According to a government official, even selfies with people appearing in the background would be a no-no.

    Similar to a bill passed by Hungary earlier this year, House Bill 4807, or the “Protection against Personal Intrusion Act,” attempts to define and establish boundaries around the invasion of privacy.

    The bill defines it as, “any person who willfully intrudes into the personal privacy of another, without the consent of that person and with the intent to gain or profit therefrom, shall be civilly liable to the offended party.”

    That, however, doesn’t seem to track with what Carlos Zarate, a government representative in the Philippines, told ABS-CBN News. He said that, “even an innocuous selfie with public figures at the background would be liable for ’intrusion of privacy.”

    The bill’s implications are rather vast, leading to a great deal of discussion as to how to best implement and enforce the law. As of now, there’s no definitive timeline as to when this law will be given a ‘yay’ or ‘nay’, but it’s safe to say it’s going to stir up a great deal of controversy if it gets passed in any capacity.

    as long as your photos are not used for commercial purposes, you should be fine.

    still, the bill is vague in some areas as pointed out by some congressmen. it would need a lot of reviewing, and a lot of active participation from photographers, so that it would be a balanced law. just keep yourselves updated about it, let your voices be heard whenever possible so that senate won't pass a half-cooked bill.

    Sa panahon nga nagkadaghan na nuon ang camera, sama ra nga gipugos ka ug papiyong sa imong mga mata aning ilang gusto nga mahitabo. Unsa gyud diay ka problema kung maapil ka sa photograph? Unsa gyud ka delicado kung maapil imong dagway sa photograph? Ang mga walay tarong ra ug binuhatan ang gipaboran aning ilang tumong aron di mabuhatan ug record sa ilang kabuang. Privacy gud tawon, gigamit ra na nila ang word nga privacy aron lang ma protektahan ilang kabuang. Wala na silay lusot karon kay halos kada usa pwede na maka photograph or maka video, di na basta makabinuang pa ug dali kay daghan nang pwede maka record sa panghitabo. Usa ni sa mga signs nga nag panic mode na ang mga wala mag tinarong. Sorry nalang sila kung masakspan ug photograph, kalat gyud dayon sa internet.

    instead of focusing on this bill, they should actually be focusing on something that ACTUALLY benefit the people like lowering the income taxes for those in the lower income brackets. those idiots in congress are doing a really good job wasting tax payer money.
