On top of that, they do have another staff in their constituent office who take bookings for events and assess which invited events he/she should attend to. Then, whatever stuff that needs the MPs attention right away, they would have to call his/her COS about it. Also, if the politician is away for whatever reason, the COS will take the politician's place when there is a party meeting or whatever.
As for Pacquiao, I'm sure he might have those staff doing his work for him. He may have a staff that knows his stance on most issues so he/she can place a vote for him or his signature before that proposal get introduced in the Congress without having mentioning it to him when he's preparing for a fight.
What I'm wondering about Pacquiao though, how many constituent meetings he should've attended, invited events he should've attended, meetings he should've attended and etc when we know he's so busy being a boxer, pastor, actor, now PBA player. If he were a politician here in Canada, he would be kicked-out of the party if he missed a lot of party meetings - we have one politician here got kicked-out from her party just recently due to attendance.
