I'm not sure on how you define or categorize Saddam Hussein's rule as a peaceful and legitimate form of government, it was not any kind of Government, it was tyranny and turmoil. Thousands of Kurds were killed every month! Genocides were done in any given minute. And that same government needs to be overthrown. You need to hit that bookshelf once in a while at least you'll learn something.
Obama ordered a total withdrawal of all US troops and intervention from Iraq in 2009. Rebuilding a government takes decades, not 3 or 4 years. The US took over Japan in 1945, made a constitutional reboot and rebuilt it's economy within 15-20 years. They did the same with West Germany.
i am not condoning sadam's regime. he was brutal and evil but iraq was in a better state than what it is now. the point is, it is easy to overthrow a government, which ironically the US created and backed for decades, but like i said, you need to have a solid strategy to how to stabilize and setup the that regions government afterwards. impossible feat for a foreign occupying force in a muslim country.
Obama withdrew the US forces because the body bags of soldiers kept growing by the day. They had lost control of the situation in irag, to the point they we're hiring mercenaries (private military contractor's) to police the state and the american citizens were already feed up and asking them why were they still in iraq after they had overthrown sadam's government.

US being responsible for ISIS is not remote. Besides, what they want is balkanized Iraq. It is historically known that Iraq, Iran, Egypt and other Arab states that are particularly on the side of the palestinians have been finding ways to end Israeli occupation.
Of course you can't discount the fact that the Qataris and Saudis also want some of the Arab States destroy as they also have their own interests, both political and economic.
Maybe the crux of why Israel was placed in Palestine was not because it was some sort of 'promised' land but because it was the perfect recipe for destabilizing the whole middle east although those mid east countries may have had a history of waging war on each other the same way Europe fought each other on WW1 and WW2 which led to the creation of the Eurozone.
Mind you the reasons why all things are happening is just too complex and deep. It justifies a single course or even hundreds of books on that area of the Earth particularly its history and how it relates to Imperialist foreign policy.
First of all, to tell you the truth, nobody even know if Iraq was better then than now. Considering how Saddam shut down press releases within Iraq. He controlled the media, every business sector, from large corporations down to the smallest SMEs. But looking at mass graves uncovered years after the invasion, it spelled genocide.
