ive tried running local server not for website but for me to have access to my files anywhere... its just running on my old intel atom EeePC netbook... debian/NGinX/

i suggest just get a hosting server package, there are lot of cheap ones outthere... no need to worry about security kay ilaha nana problema sa host... all you need to do is focus on building the site and building the server... leave that to the IT guys...

if no budget ^_^, go for dyndns or similar, no need to buy a web domain, test that for the moment.

and electricity?, buy low powered versions of intel procs and calculate proper psu for all total items for the 'server' your be doing.

security?..., if using linux as os for your server..., then its a bit secured already (google is your friend to strengthen it further)

    Pros/Cons for getting webhosting:
    Pros:
-very big and fast bandwidth (dako gyud bandwidth)
-24/7 availability (wala nakay problemahan sa kuryente)
    -etc...
    Cons:
    -limited feature sets
    -limited space
    -limited email
    -etc...

Pros/Cons for local webhosting (webserver @home gyud ^_^)
    Pros:
-almost unlimited feature set, employ anything and everything!
-unlimited space (depends on your HDDs ^_^)
    -unlimited email blah...
    -etc...
    Cons:
-BANDWIDTH!!!!! (very important!!!!, specially upload speed!!! and the dreaded 'fair use policy' crap)
-electricity (if you don't know how to properly manage/configure your server)

bytheway, I have also experimented on dyndns while experimenting/learning to make an ultra newbie website (from scratch)..., while am learning it first hand..., I'm also hosting it locally ^_^

    my tiny web server ^_^
(note: electric consumption of this device wont exceed 10watts!!!)
(mura rakag nag pasiga ug suga)
    hardware:
amd geode lx800 running @ 500Mhz speed (haha)
    512mb ram
    512mb compact flash card

    software:
    tinycore + lighttpd

webserver can handle http/php/jquerry stuff ^_^
