Ang argument man gud "3rd largest English-speaking country"
base na sa number of people in that country that can speak english.. kung level 1 ka sa proficiency sa ILR you are considered english speaker.

ang UK (britain,scotland,ireland) 60M+ population 100%* speaks english = 60M+ english speaker
ang australia 20M+ population 100%* speaks english = 20M+ english speaker

1st ang USA = 200M+
2nd India = 200M+ (usahay considered first kay 1B+ man ila population 30% man daw english speaker)
3rd Philippines = 90M+
4th Nigeria
5th UK

I think @Romeojin's concern according to his post on page 5 of this thread is the title. He said it's "misleading cause [sic] its too vague, its [sic] like saying Filipino had [sic] the best education. But reading the article it imply [sic] that Philippines is a top destination for top education (college degree etc) for foreigners and also a good place to study english [sic]."
As far sa iyang mga post, I don't think naa siya'y problema sa Philippines as 3rd largest English-speaking country. Ang title lang jud kuno kay misleading, which I agree. If you say Philippines are "top in education" for foreigners who want to study English, so meaning any ESL courses offered in the United States or in any English-speaking countries are just behind Philippines in teaching the language.
Para nako lang, I think it's correct that Philippines as the 3rd largest English-speaking country because of population. I can't say this without saying "I think" kay wala man koy sources to back it up.
Naa'y uban, they confused it with Philippines as the 3rd "best" English-speaking country, which I think it's debatable because there's no survey or study to support that statement. Regardless of the fact that Philippines are the 3rd largest English-speaking country in the world, it doesn't necessarily mean as "best" in terms of proficiency. I mean, what would be a typical score for a Pinoy compared to people with different nationalities on an IELTS test? We don't know yet, kay wala pa ma'y study based on this. Plus, learning a second language is an individual process, so it's very difficult in my opinion to figure out unsa juy ranking sa kada country as "best" in speaking the English language.
