I know a couple of South Koreans, and they're saying that their PM resigning is great and all for the outside world, but for them its just their President having a scapegoat, someone to blame, so that the nation would be appeased, and that this always happens. They were telling me that South Korean PMs are essentially powerless, doesn't have exactly anything to do, but will be blamed for everything once a tragedy or scandal happens. They're asking that South Korean President Park Geun Hye resign instead.
^ that is beside the point. no one can deny the fact that he stepped up and admitted to his under-performance. a trait that is quite rare, almost non-existent in the failippines.
