The advantage of using strobes/flash is that you can use faster shutter speeds which will reduce motion blur in the subjects and camera shake. You can even shoot with fast shutter speeds that can kill off the ambient light in the location you're shooting.
The problem is that you can't see how the light falls on your subject until after you click the shutter... unless you have a studio light (studio strobe) with a modeling light. If you're using only hotshoe flashes (speedlights) you would need to practice a lot till you you are able to visualize the light fall in your head.
"steady lights" ...we call that continuous lighting... at least allow you to see lighting ratios and where shadows fall as you set up your shot and what you see is more or less what you get when you click the shutter.
The problem is that you usually have to use slower shutter speeds or bigger apertures to get enough light into the camera. So there's more chances for motion blur or camera shake. And with bigger apertures you might not have enough depth-of-field.
To combat that you would need brighter lights that would make it uncomfortable for subjects to be photographed for long periods.
Another problem you might have with continuous lighting is mixing color temps with the ambient light. As in film/video productions we sometimes have to put color correction filters around lights so most of them would blend. Think shooting in a room with both incandescent and fluorescent lights.
