cheap and best don't really go together. if nangita kag branded bro then you won't find much.

i suggest you choose from the cherry mobile lineup. they've got quite stunning specs despite their inexpensiveness. if gusto kag phone nga ma compare sa mga high tier branded phones like samsung s3, or iPhone 4-5, nindot ang Cherry Mobile Omega HD 2.0, or Titan Pro. if mu ingn ka ug best phone, dpat mu specify jd ka ug budget. as what @vangeodee said, cheap and best dont usually come together.
