Yeah, I agree with @pauloray may be for development purposes you could get a shared hosting and upgrade if you needed to.
But there are also circumstances that you will be needing modules that needs to be installed in ur server for your application to work which is a little bit troublesome since u need to request it from your provider.
Maybe u could also try VPS, you could configure your server in the way u wanted. I am using Digital Ocean .

Most low-cost VPS are Un-managed, meaning you are renting the hardware and it is up to you to set it up. You need to know to set it up and secure it or else your provider may just suspend/terminate it.

Managed VPS are a bit costly. However, I do not think this is a good option for you by now.

I suggest you focus on developing your website first on a Shared Hosting environment. Your hosting provider will notify you if your site is using more resources than normal. Then you can move to another hosting provider with higher hardware allocation or get a VPS.

Digital Ocean's VPS is at $5/mo, Unmanaged.
